Engineer says 8664 plan can work, costs less

"A retired highway engineer hired by a group trying to remove Interstate 64 downtown told Metro Council members last night that the plan can handle as much traffic with fewer environmental consequences than the $4.1 billion Ohio River Bridges Project."

Apparently, the Courier decided Mr. Kulash was retired and decided to preface most any reference to him with "retired." Nice.
